Having lived in Phoenix as long as I did, I can tell you with no uncertainty that if there was a large NASCAR event there this weekend, as the photo would indicate, that sign was 100% necessary.
I don't actually thing that there was a NASCAR event at all. I'm guessing that they just use the NASCAR name to get people's attention. I usually carry fuel additive when traveling to and from Phoenix.
Did they have those big boxes so that you could ship your tires home at least? Last time this happened to me they had run out of those boxes. Ended up losing a complete set of Goodyears.
Having been at SFO the night after a NASCAR race (at Laguna Seca, it sounded like Junior or Gordon had won), I can say with certainty that someone probably tried to carry a tire or two on board.
At the very least, someone walked the check at the airport bar, I feel safe in saying.
